'Stepped' approach to plant passport policing planned

The HTA says Defra has confirmed that, although there will be no "blanket exemption" from plant passport penalties, there will be a "stepped approach to the policing of the regulations over the coming weeks and months, and inspectors will take into account businesses intent to comply".
