According to several reports the commitment to more housing is set to be launched around the time of an expected cabinet reshuffle after MPs return from their parliamentary summer break this week.
This follows serial mishaps including multiple Budget u-turns, controversy over a new airport terminal and mixed messages over the co-called Olympic legacy and the sale of school playing fields.
The Government would not comment on the initiative while details on finance and the role of the private-sector have not been revealed.
But two weeks ago communities secretary Eric Pickles said he may make swinging changes to section 106 agreements to try and get developers building again.
Other options could include tax breaks for developers or investors in housing and the changing of building regulations to encourage more building.
