The plans for Park Royal in west London have been drawn up by 5th Studio - the design practice behind the ambitious Lea River Park in the east of the city.
5th Studio director Tom Holbrook said: "The public realm issues are not the same as you might find in Kensington but it is really important we address them.
"Park Royal's success is damaged by the way it connects very poorly to the communities around it.
"It seems a bit placeless and doesn't really feature on London's mind map."
The strategy is to be unveiled at the Placemaking: Creating a Destination conference on 30 October, part of New London Architecture's London's Towns exhibition.
Urbed director Nick Falk and Space Syntax managing director Tim Stonor will speak at the event.
