The new community to the north of Fareham in Hampshire was identified as a potential eco-town by the last Government.
Multidisciplinary firm Scott Wilson said the site would be designed as an "exemplar of environmental, social and economic development".
Project director Patrick Clarke said: "It will be based on the vision of local people and draw on best international thinking on sustainability and place making." His team will firm up a masterplan and go for a planning application in 2012. It is due for completion in 20 years.
Prudential Assurance Company and Buckland Development appointed Scott Wilson as masterplanner for the project, which is supported by Fareham Borough Council.
Scott Wilson heads up an international design team including White Arkitekter from Sweden, Paul Murrain Urban Design and Richards Partington Architects.
