The parks body said that despite the accessible nature of parks, "representation and participation" of minority-ethnic groups in the open spaces were often limited.
"Parks do not always reflect the ethnic profile of the local population," said a representative for the group, which will tackle the issue at a conference in September. Reaching Out targets park managers, ethnic-minority groups, heads of services, equality officers, policy makers, regeneration, private and volunteer staff.
The conference will look at ensuring that involvement and "engagement" in parks is sustained beyond specific events or projects.
