In November, Cotswold District Council’s planning committee discussed an application by Fosseway Garden Centre to sell a wider range of oak furniture and pet products.
The centre also wanted to sell Christmas goods all year round.
The council had 67 letters of objection to the application saying businesses in the centre of Moreton would lose trade.
Garden centre owner Tim Godwin said: "We are a garden centre and we have no intention of being anything else. We are a local business trying to succeed and secure local jobs."
