Woodburn Nursery in Darlington, which supplies more than one million bedding plants to the local town, Bromley, Telford and East Riding, said council orders are holding up despite the end of the Olympics and jubilee celebrations.
Nursery manager Mark Riddle said: "Authorities are trying to keep up displays to encourage people into their towns. Many councils have sold their nurseries so we have a bit of a business edge but it's sad.
"I went to college with a lot of the people who worked in the nurseries and sometimes you feel a bit of a grim reaper. We are all in this council situation together and it's not an easy time right now."
He said: "You need a crystal ball with the next budget round: we don't know what will happen. Plants are seen as a luxury, and I would think things will drop a little."
