The planners at Cheshire East Council recommended rejection of the scheme that includes a garden centre.
Developers wanted to build a supermarket, hotel, restaurants and the garden centre.
Residents claimed the project would increase traffic in the area and could also have a detrimental affect on town centre shops.
A council report states: "The development is an inappropriate form of development which would not preserve the openness of the countryside and maintain or enhance its local character.
"The indicative layout of the site is poor and would result in a development which would be car dominated and not achieve a sense of place."
