The 90-pitch facility will be run under leasehold by the Caravan & Camping Club from summer 2014 if plans are approved. A former gardener's cottage will be a holiday home as part of a £2.2m park refurbishment.
The park already offers leisure and tourist activities including mountain biking and canoeing as well as weddings in its orangery. Nearly half the park's income is generated from visitor revenue.
Park manager Michael Wynne said: "It's really hard times for local government but Neath Port Talbot has been quite good in recognising the need to maintain investment in green spaces."
