Councillors are calling on Torbay mayor Nick Bye to reconsider his decision to slash the tree maintenance budget by £57,400.
Earlier this year the budget was reduced from £140,500 to £90,200.
Torbay Council's overview and scrutiny board — made up of councillors — has been examining the issue after concerns were raised by residents.
Councillor Steve Darling called on fellow members to request the mayor reassess his budget during a meeting on 9 September.
The request was unanimously agreed by the board, which will submit its report to the mayor.
