HOWARD PARK AND GARDENS REGENERATION PROJECT

LEAD CONTRACTOR – SINGLE STAGE SELECTIVE TENDER

North Hertfordshire District Council was recently successful in securing Lottery funding in respect of the Heritage Lottery Fund and The Big Lottery Fund for the historic Howard Park and Gardens Regeneration Project.

The funding will help to conserve the features of the park and gardens which include several distinct elements including:

  • Refurbishment of the popular paddling pool and the introduction of new water features;
  • New play areas for younger and older children;
  • New building housing refreshment kiosk / pubic conveniences / plant room;
  • Construction of a new amphitheatre;
  • Minor refurbishment works to the bowls pavilion;
  • Reinstatement of a number of memorials including the statue of Sappho;
  • New routes through and around the park and gardens;
  • New foot bridge over Pix Brook a stream which runs along one of the park’s boundaries;
  • Installation of new lighting and park furniture;
  • Introduction of soft landscaping and natural features throughout the park and gardens including an ephemeral pool;
  • Demolition works.

The park and gardens were integral to the Garden City concept and the intention is to bring them up to date for modern use whilst restoring some of the original heritage features.

The Council is therefore seeking to appoint a lead contractor who has a proven track record in managing a Heritage Lottery Fund scheme to restore our historic Howard Park and Gardens.

The key drivers of this project are:

  • Quality – the very high profile nature of the scheme together with the requirements of the HLF dictate that quality in design and construction are a top consideration;
  • Cost – the funding tranche provided by the HLF and Big Lottery Fund is finite and therefore a high level of cost certainty is required;
  • Time – work is due to begin in summer 2010 and all works should be completed within a 12 month period.
