The survey, part of the Greening the UK campaign, was last week sent to almost 800 councillors across the country.
Questions cover issues such as frequency of green spaces and trees in urban areas, levels of planting in new developments, flooding and green roofs.
HTA director of business development and Greening the UK representative Tim Briercliffe said: "It will give us a bit of a flavour of how well councils are doing in putting green into new developments. It is more about their own views on their performance in this area."
The Greening the UK campaign aims to create recognition within central government, local authorities and among the public of the need for increased green planting in urban developments.
