The levy body has received four requests for a ballot in the past three months. It accepts requests in rolling three-month periods and requires 80 for a vote. To cast a vote in any ballot requires the hard copy return of a sealed vote - not email.
An HDC representative said: "This is not the direct result of a personal campaign but an update in process."
Grower RC Smith has run a long-standing campaign to close the HDC, which charges growers 0.5 per cent of turnover as a levy for research and development.
