HareHatch Sheeplands, near Wargrave in Berkshire, could shut after Wokingham Borough Council decided to start enforcement action following an unauthorised expansion planning dispute with owner Rob Scott that began in 2012.
The council said the centre was using green belt to sell conservatories and greenhouses and had extended the cafe and children’s play area.
Planning officers have refused a certificate of lawful use for the extensions at the centre because Scott was unable to provide evidence that the developments had been in use for 10 years or more.
"The council has a duty to uphold its policies and to enforce against unlawful development. It has to act as fairly as possible but inevitably, this does mean sometimes people feel their views and requirements are not met."
