An enforcement notice has ordered the centre to close down facilities -including a new play area, craft market and petting farm - on the site in a dispute over green belt expansion that has been ongoing since 2012.
The centre has collected an 8,500-name signature petition of support for it to continue to run the new facilities.
Owner Rob Scott has also applied to build an indoor play area and to convert a building into a pet shop.
The council has refused applications including for a certificate of lawful use for various activities but Scott hopes an appeal means the decision will be overturned at a judicial review.
Breaches also include erection of new sheds, summerhouses, a marquee, signs and installation of hot tubs.
