An appeal against Wigan Metropolitan Borough Council to change the use of a former garden centre to residential use has been dismissed.
The southern part of the site is in Green Belt at Tyldesley, Lancashire.
Planning inspector Gary Deane said: "There are no considerations sufficient to clearly outweigh the harm to the Green Belt and so there are no very special circumstances to justify the proposal."
The site is about 0.3ha.
The application Ref A/15/80898/OUT was refused in July 2015.
