LxB Retail Properties, the developers behind the Rushden Lakes scheme, is holding a public consultation to get people’s views on the new plans.
HPW was to design the garden centre, which did not find a company to lease it.
A planning application is to be submitted to East Northamptonshire Council to be heard by the planning committee early 2016.
Jon McCarthy of LxB Retail Properties said: "When we first started talking to local people about Rushden Lakes, a cinema was the one thing that came up time and again.
"We’re really pleased that we have been able to respond to what residents told us and help make Rushden Lakes a truly unique destination.
"We have always been grateful for the unwavering support that people have given us and want as many people as possible to come and see the new plans and tell us what they think."
Marks & Spencer, House of Fraser and Primark are to take space at Rushden Lakes.
