Pleydell Smithyman, acting on behalf of developer J Jeffrey (builder), has submitted an application to Leeds City Council for the development of a garden centre at Thorpe Lane, Tingley.
A previous planning approval at the location was granted for a garden centre in 1987, but construction was never completed.
Blue Diamond is the proposed operator for the garden centre and has been involved in the design of the building, which aims to replicate Blue Diamond’s flagship garden centre at Le Friquet in Guernsey.
The application is for a main garden centre building and restaurant, and outdoor retail space including open-sided canopies and walkways.
The proposed garden centre is located within the greenbelt, but Pleydell Smithyman argues the scheme demonstrates the very special circumstances needed to justify development.
It cites the earlier approval, the energy efficient design of the centre and the employment opportunities that would be created, with over 100 jobs.
